State may give animal shelters a break on license fees

Missouri lawmakers have moved to reduce state licensing fees for animal shelters and commercial breeders as nerves remain raw following recent battles over the dog-breeding industry.Legislation approved last week by the Missouri House eventually would exempt animal shelters from the fees while reducing the maximum charges that commercial breeders pay for licenses from the state Department of Agriculture. Shelters lost an exemption from fees under a law approved in 2010, and the license charges for shelters, commercial breeders, kennels and others was increased last year from a maximum of $500 up to $2,500.

Operators also pay a $25 fee to cover state efforts to crack down on unlicensed facilities.Animal welfare groups groups contend not-for-profit animal shelters should not be required to pay the fees because their purpose is to help the community and not to earn money. One organization likened the charges to levying a hotel tax on homeless shelters. But opponents of exempting shelters from the fees argue that all facilities should pay their fair share toward Missouri's animal regulation efforts.

“The humane societies and shelters are not profiting from caring for these animals. They're doing this as an act of love for the animals and as a service for their community,” said Bob Baker, executive director of the Missouri Alliance for Animal Legislation.Major Group Says Government Diluted Fiberglass Cancer Results. Fiberglass is highly common in not only homes and schools, but it can also be found in consumer items like toothpaste and certain medications. Beyond that, it could occupy the air you breathe. And thanks to one report that asserts the safety of the substance — which a leading organization is now calling fraudulent and outright wrong — fiberglass is still being used on a major scale.

Fiberglass was nominated as a leading safety issue on the  synthetic mineral fiber list for the Occupational Safety and Health Administration (OSHA) back in 1994. It was even documented as “reasonably anticipated to be a human carcinogen” by the National Institutes of Health in its 2011 “Report on Carcinogens.”So why is it still so prominent in your daily life? One final report by the NIH dismissed all of the previous findings and concerns, saying that there was “no evidence of carcinogenicity” surrounding fiberglass.

A curious result, as the previous evidence had already suggested a link between fiberglass and cancer – a result that the National Association of Clean Air Agencies (NACAA), a major organization in the fight for toxin-free air, says is based on faulty information. The group asserts that the formula the EPA and NIH examined to determine whether or not fiberglass poses a cancer risk was seriously diluted, making fiberglass appear to be safe. The result is the OSHA listing fiberglass as ‘safe’ for workers, and allowing them heavy exposure on a daily basis.

Artist's works as big and unique as Texas

A two-headed longhorn. A pair of 40-foot-tall cowboy boots. A panel van riddled with shotgun holes. An entire beer joint re-created in an art gallery.The Texana-themed art of Bob "Daddy-O" Wade is neither an exaggeration of the Lone Star State's reputation nor a view askew of the state's sizable sense of self-worth.Texas really is that big, it really is unique, and Wade — who understands that better than any singer, songwriter or filmmaker in recent history — is as big and iconic as the state he chronicles."It's always weird, twisted, funky stuff," says the 69-year-old artist, Austin-based for the past 16 years. "Some people see (my art) and think it's over the top, but it's not. I tell them that Texas is really like this."

His latest public installation, for example, pays tribute to one of the more obscure cul-de-sacs of the Texas pop-culture map: Leslie's Fried Chicken. Generations of drivers on Interstate 35, for example, gauged their progress by their proximity to Leslie's Waco location near the interstate.Austin's Laguna Gloria recruited Wade and eight other artists or collectives to build "Zip-A-Tee-Doo-Dah," a miniature golf-course on the tree-shaded grounds of the Austin art organization. Though some played fast and loose with the concept — including messages about commercialism and impossible-to-beat loops — Wade revisited his past.

He taught community-college art in Waco. And his first exhibit at Laguna Gloria, 1975's "Texas Formal Garden," features live chickens.Wade's contribution is a two-tiered hole in which putters send the ball between the legs of a menacing, 8-foot-tall ceramic rooster.FDA asks firms to limit antibiotics in animal feed. FDA asks firms to limit antibiotics in animal feed

The Food and Drug Administration on Wednesday finalized a plan to ask drug companies to voluntarily limit the use of certain antibiotics in animal feed, citing long-held concerns that their overuse in livestock promotes the development of drug-resistant bacteria that can infect people.Many antibiotics that are widely used to treat human illnesses, such as penicillin, are mixed with animal feed in part to promote rapid growth and weight gain in farm animals. The prevalence of antibiotics in livestock has been linked in several studies to the creation of drug-resistant "super bugs" that can spread to humans who eat, or even work with, the animals.

The FDA is asking drugmakers to stop using 200 products for growth promotion and instead to use them solely to treat and prevent diseases. Companies that opt to do so will be required to revise their product labels to reflect the change. A separate agency proposal would give the companies three months to detail their strategies and three years to adopt them.Once the drugs are relabeled, those antibiotics would no longer be available to farmers over the counter, as they are now.

A veterinarian would have to prescribe them.The plan attempts to address a decades-long debate about a widely recognized public health hazard with global implications. As scientific evidence has mounted about the dangers of antibiotic resistance, the government has come under pressure to act swiftly. The voluntary path to regulation, supported by many in the drug industry, emerged as an efficient route to coping with the concerns, federal regulators said Wednesday.While some public health advocates hailed the move as a step in the right direction, others were less enthusiastic. Some critics argue that the government must place an outright ban on the use of antibiotics for growth promotion, as it proposed doing decades ago, given the industry's track record.

Dancing Robot Has Two Legs and Fiberglass Springs

In the future that mechanical engineer Jonathan Hurst foresees, robots will go jogging, help soldiers carry heavy equipment, or act as exoskeletons to help disabled people get around. Hurst is building a two-legged robot designed to move over uneven ground as skillfully as any human.The Oregon State University professor's current project, ATRIAS, has fiberglass springs — the same kind used in archery bows — that work as tendons do. The springs are stretchy and flexible, which allows ATRIAS to move, hop and walk.

The idea is not only for ATRIAS to look fluid and natural, but also to achieve energy efficiency, expending the same level of energy in movement that people do, or less. Rather than using energy-intensive mechanized controls for locomotion, ATRIAS uses momentum from its swinging parts. Ultimately, Hurst wants to share his discoveries with other universities, so that people can build on his work.

Copies of ATRIAS are slated to go too collaborators at Carnegie Mellon and the University of Michigan — where engineers are working on the same "legged locomotion" robotics — once a two-legged version of ATRIAS is complete, Hurst says."Once you have a machine that could demo on a similar level as an animal or a human, then it's going to be an industry," he said.
